 "Boy Scouts in Harrison County"  By E.V. Osborn

Scouting for boys was started in England around 1907 by Lord Robert S. S. Baden-Powell, who was a British military hero.  Baden-Powell developed a code of ethics and principles for boys to prepare them for manhood.  The principles he advocated were so well received that, within a few short months, Scouting had covered the whole of England.

William D. Boyce became familiar with the Scouting movement in England in 1909 and was so impressed that he carried the idea back to America.  He joined with Ernest Thompson Seton, founder of a boys organization -"The Tribe of Woodcraft Indians", and Daniel Carter Beard, another leader of a boys organization known as the "Society of the Sons of Daniel Boone", to form the Boy Scout movement as we know it today.  Mr. James E. West was the first "Executive Secretary" of the movement and lived to see it grow beyond his greatest dreams.  More than four million American boys and men have been involved in Scouting since 1917.  Every free country in the world uses the program.

Boy Scouts of America is the largest non-military uniformed body in the United States and is chartered by the Congress of the United States.  The Scouting program consists of Cub Scouting, Boy Scouting (now known as just Scouting), and Exploring.  Each one plays a vital role in the overall program.  The main body of the program leadership consists of volunteers from all walks of life who have a genuine interest in boys and their future.

Harrison County is now a part of the Ma-Has-Kah (White Cloud) District of the Pony Express Council, No. 311, of Region Number 8 of Boy Scouts of America.
